Bridging the Gap: Skills & Inclusion

In Spain, Veolia, a company specializing in water, energy, and waste management, is spearheading initiatives to boost employabilityEmpleabilidad and social inclusion. These programs target groups facing the toughest barriers to entering the labor market. With 25.8% of the population at risk of social exclusion, particularly among young people and immigrants, the lack of specific training remains a critical obstacle. In this scenario, models that blend technical skills with real-world experience are vital, especially in strategic sectors like renewable energy and waste managementGestión de residuos, where qualified profiles are in high demand.

A standout example is the Dual Training initiative launched in 2022 at the TorrePET plastic recycling plant in Torremejía, Badajoz. This program emerged from a specific operational need: to expand the plant's production capacity while creating opportunities for 15 vulnerable youths. Following this success, the model was replicated in Madrid in 2024. Co-funded by the European Union, this Dual VET program caters to both young adults (18-30) and long-term unemployed seniors (over 45). The methodology is practical and immersive: participants spend 65% of their time working at the company and 35% receiving technical instruction at partner centers like the Agremia Technical School.

The results speak for themselves. In the most recent edition, 14 participants obtained an official certificate in the assembly and maintenance of HVACClimatización (Heating, Ventilation, Air Cond.) systems, and the majority were hired immediately. For students like Anastasia Rodríguez, this format requires rapid adaptation but offers a direct path back into the workforce.

Beyond technical training, Veolia addresses chronic vulnerability through the OLA Program (Occupation, Leadership, and Accompaniment), launched in 2020 alongside the Red CrossCruz Roja. Recognizing that economic instability makes job hunting nearly impossible, OLA provides a holistic safety net. It covers basic needs while offering emotional support and job placement guidance. Over five years, OLA has transformed the lives of over 1,000 participants across 18 municipalities, including Barcelona, León, and Alicante. As Jennifer, a participant from Alicante, notes, the human warmth and personalized support are just as important as the professional opportunities.

NeuroEnglish. The logic of the subjunctive.

The Logic of the Subjunctive | PAGS Unit
PAGS Level 3/4 (Expert Mode)

The Logic of
The Subjunctive

It's not a tense; it's a mood. It's the language of Kings, Bosses, and Necessity. It ignores the normal rules of time and person. No es un tiempo; es un modo. Es el lenguaje de Reyes, Jefes y Necesidad. Ignora las reglas normales de tiempo y persona.

Indicative (Fact)

"He is late."

Él llega tarde. (Realidad: está conjugado).

Subjunctive (Order)

"I demand that he BE on time."

NO 'IS'. NO 'S'. Just pure BE.

Exijo que él ESTÉ a tiempo. (Sin conjugar).
Phase 1

The "S" Drop

In the Subjunctive, the 3rd person singular (He/She/It) loses its "S". It stays naked. En el Subjuntivo, la 3ª persona pierde la "S". Se queda "desnuda" (Infinitivo sin To).

REALITY

Indicative

Describing what actually happens.

"She works hard."

Ella trabaja duro.

"He goes home."

Él va a casa.
DESIRE / NECESSITY

Subjunctive

Triggers: Suggest, Insist, Recommend, Essential...

"I suggest that she work hard."

Sugiero que ella TRABAJE duro. (No 'works').

"It is essential that he go home."

Es esencial que él VAYA a casa. (No 'goes').

"I advise that he write it down."

Aconsejo que él lo escriba. (No 'writes').

"We ask that the meeting start now."

Pedimos que la reunión empiece ahora. (No 'starts').
Phase 2

The "BE" Rule

This sounds weird, but it's correct. Use BE instead of am, is, are. Suena raro, pero es correcto. Usa BE en lugar de am/is/are.

Wrong (Indicative)

"I demand that he is quiet."

"It is vital that they are ready."

Right (Subjunctive)

"I demand that he BE quiet."

Exijo que esté callado.

"It is vital that they BE ready."

Es vital que estén listos.

"It is crucial that she BE informed."

Es crucial que ella esté informada.

"I request that everyone BE present."

Solicito que todos estén presentes.
Phase 3

Negatives & Passives

Don't use "Don't" or "Doesn't". Just put NOT before the verb. No uses "Don't/Doesn't". Pon NOT antes del verbo.

The Negative Rule

WRONG:

"I suggest that she doesn't go."

RIGHT:

"I suggest that she NOT GO."

Sugiero que ella no vaya.

"It is important that we NOT BE late."

Es importante que no lleguemos tarde.

"I prefer that he NOT SPEAK."

Prefiero que él no hable.

The Passive Subjunctive

Formula: (that) Subject + BE + V3

"I ask that the bill BE PAID immediately."

Pido que la cuenta SEA PAGADA inmediatamente.

"The judge ordered that the prisoner BE RELEASED."

El juez ordenó que el prisionero fuera liberado.

"It is vital that the rules BE FOLLOWED."

Es vital que las reglas sean seguidas.

Frozen Subjunctives (Fixed Phrases)

"God save the King." Dios salve al Rey.
"Be that as it may." Sea como fuere (Aun así).
"So be it." Que así sea.
"Suffice it to say." Baste decir.
"Far be it from me." Dios me libre / Lejos de mí.
