When everything changes in five minutes
A wildfire changes direction. Several homes are threatened. A road may need to be closed, extra resources must be deployed and residents may have to be evacuated. At the same time, someone has to interpret maps, receive updates, establish priorities and keep different teams informed.
This is not simply about putting out a fire. It is about risk assessment, decision-making, resource management and clear communication when the situation is evolving rapidly.
Spain has a Higher VET qualification designed for this professional world: the Higher Technician in Emergency Coordination and Civil Protection. It is a 2,000-hour programme in the Safety and Environment professional family.
What do emergency coordinators actually do?
ANALYSE
hazards, vulnerability, terrain, weather, access routes and preventive measures.
COORDINATE
teams, vehicles, information, equipment, communications and operational priorities.
SUPERVISE
emergency response, rescue operations and civil-protection procedures.
DECIDE
Use incomplete information to make evidence-based decisions while conditions change.
The curriculum includes natural hazards, technological hazards, human-induced hazards, wildfires, urban fires, search and rescue, support for people affected by disasters, emergency logistics, digitalisation, sustainability and Professional English.
A profession you cannot learn from a textbook alone
The current Andalusian programme includes at least 500 hours of in-company training or training in an equivalent organisation. This matters because professional competence develops when students must apply procedures, work as part of a team, adapt to changing conditions and communicate accurately.
In other words, the student moves from knowing what a procedure says to understanding when to use it, why it matters and how it affects other people.

Higher VET + Europe: one detail you should know
In Spain, a Higher VET programme belongs to Higher Education for Erasmus+ purposes. That means mobility is normally linked to the Higher Education framework, including ECHE and actions such as KA131-HED, rather than KA121-VET.
Imagine completing part of your professional learning in another European country. Suddenly you face different procedures, unfamiliar equipment, different organisational cultures and another working language. You cannot simply repeat what you memorised: you have to transfer your knowledge to a new context.
A well-designed international placement can therefore strengthen technical competence, autonomy, intercultural awareness, problem-solving and professional language. The placement must, of course, be educationally appropriate, agreed and supervised.

Build professional English in ready-made blocks
Before the event, teams carry out a risk assessment.

What if you cannot move away to study?
For the 2026/27 academic year, the Junta de Andalucía has authorised IES Galileo Galilei in Córdoba to offer this Higher VET programme in virtual mode for adults. This can reduce one major barrier for learners in Jaén or elsewhere in Andalusia: distance.
Virtual learning does not mean no practical training. The programme still includes a minimum of 500 hours in a company or equivalent organisation. Students should always check the current admissions offer, available places and specific organisation for the relevant academic year.
